Cannot change Internet Explorer Security Level Settings

I have two users who are having problems w/IE 6. I have traced it down to some settings that are locked tight when set to a security level of high. The problem is that when I try to switch them to Medium, nothing changes. It is as if it is stuck on high and will not let me change. The users are administrators so they should be able to make the change. Any advice? Thanks.

Hello ainselyb,

Check if there is a group policy preventing the users from changing the security level.

Also, check if there is a security program locking the IE security settings.

You can change the MinLevel setting in your registry.

Click on Start, Run - type in regedit. Hit enter.
The entry's to edit are in:

HKEY_CURRENT_USER\Software\Microsoft\CurrentVersion\Internet Settings\Zones\

For each "zone" (1,2,3, & 4) change the MinLevel Hexidecimal Value to 10000.

Make sure you restart IE6 to make the changes take effect. Then try changing your security settings the the desired level.

What GP setting would prevent a user from changing the settings assuming they are not locked out all together from IE settings?

I just found the same problem. Since I found this out the hard way thought I'd mention the place in the registry is actually here:

HKEY_CURRENT_USER\Software\Microsoft\CurrentVersion\Windows\Internet Settings\Zones\

The rest of the above information is good (thanks jonfouts).

I looked in GPEDIT.MSC (policy editor) for a similar setting but couldn't find anything.

I found the location to be:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\\Internet Settings\Zones\
(Notice the placement of "Windows")
