For us in South Africa that is flipin fast. Im a network admin and got a 1MB line for one of my sites with about 80 users and after fine tuning it,it gives pretty satisfactory speeds.
10Mbps was back in the day LAN speeds. For home users 10Mbps is unheard of here by us. Currently our fastest home user type line speeds are 4Mbps and that costs a hell of a lot. The average affordable line speeds is 512Kbps.
So 10Mbps is faster than your average speeds,depending on where you live I suppose.

10Mbps is a fast connection and will meet most users current needs however some home level providers are providing up to 50Mbps now and many are providing 25Mbps.
