Check if images are blocked in both browsers.
In IE, go to Tools > Internet Options > Advanced. Make sure the options for pictures are turned ON.
In Firefox, go to Tools > Options > Content. Ensure "Load images automatically" is selected.
Check if antivirus or firewall or some other programs running in the background is not blocking images. Temporarily disable those programs one by one to test. (Make sure to turn these security programs back on after test.

1. Is this web page a valid accessible URL?
2. When you try same URL on other machine (on different network?), will you still get the same error message?
3. Check the web page, make sure it's not caused by scripting errors, that prevent you to view the web page.
