I need this so that my page will know if its o.k. for it to resize the window.
I need either a way to know if the browser is in tabbed mode or to know what is the "index" of the tab displaying the current running html document.
I need to support the following browsers : IE 7,8, FF 3 & Safari but FF is the most important one.

No, that's not possible. Why don't you just let users resize the window if and when they want to?
