After Internet Explorer 8 on windows vista installation, the ie8 keep showing the welcome screen,
you follow the instruction and the program show a screen saying everything is fine.
Next time you run ie8 the screen is back, and on and on.

First and foremost if you are runnign any type of internet security software be sure to disable it before answering the welcome screen questions. Sometimes these pieces of software prevent the welcome screen answers from taking effect.
If you have are still getting the same results try the following:
1. Start, run.
2. Type gpedit.msc and hit enter
3. Look for the key in the attached image file (I know its Windows XP but it should be fairly similar in Vista. Once you have made the configuration change reboot the computer, login, and test the results.
Also, I am unsure of your environment...Is this a workstation joined to a domain? If so you can configure the above using group policy through active directory to multiple computers. The is actually the prefered way of doing it, i would only use the above method on a standalone machine.
Also if the above solution does not work you may have to edit the registry using the following tweak:
