"#" normally is used in instance bookmark purpose. It can be auto-force to scroll to the particular section if you append "#" into the existing URL.
The URL may look like this:
http://www.orkut.co.in/Mai
So, if the scrapbook.aspx have a section area named "Main", the page'll be halted at the bookmarked section instantly once you access the mentioned URL above.
But, based on the URL that you posted: http://www.orkut.co.in/Mai
It look like the URL has been revised again in somewhere such as Global.asax to perform the additional checking before auto redirect to next desired page. You can check Global.asax or similar global generic modules for this vanity URL checking.
