Force shortcut to open from Firefox when Firefox is not the default browser

Currently in my users logon script I have the following
copy /Y "\\qpfs\shared\qp online.url" "%ALLUSERSPROFILE%\Desktop"

It moves copy of a URL to our users' desktops.
Most of our users have Internet Explorer as their default browser.  How do I get this shortcut to open in Firefox by default without changing the default browser?

How would I put that into the logon script so the icon that is being copied onto the desktops automatically opens in firefox?

I would put it in a shortcut then copy the shortcut to the users desktop
