Web Application Page is too tall for screen in dual monitor setup

I have a dual monitor setup, and one web application that I run everytime I start it up is too tall for the monitor, even if I right click the application in my task bar and go to restore it doesn't shrink the web window, any ideas on what I can do to make the window load smaller in my second monitor?  I am using IE7.
