browsers freeze

Both Firefox & Internet Explorer freeze after only a few seconds. It started with Firefox & then started with Internet Explorer after using it a few times. They started by not being able to close all the screens except through Task Manager. It seemed to clear up when I did a System Restore or used older versions of Flash & Java, but after a few days they became unusable. I uninstalled Firefox & installed the latest versions of both browsers but got the same results. I scanned for viruses & Malware. I found a glitch in the hard drive & replaced it by imaging. I downloaded Chrome & it froze also but I found that Opera works ok. The only change to my system was installing a D-Link router which sometimes redirected to the router login page when I was trying to browse. I also installed ScreenConnect but had it disabled while testing. Any suggestions?

Try browsers behaviour in safe mode with networking
Try to uninstall D-link app
Try to clean computer with ccleaner (pc and regs)
Try to check if there are aby browser related error logs

It does the same in Safe Mode. There is no D-Link app installed. It just goes to 198.162.0.1. That might be because of a set up error. I assigned a static IP & reserved it in the router to help ScreenConnect work more reliably. I just changed it to DHCP. I ran CCleaner & it didn't change anything. Correction on Chrome: it wouldn't run because there was an error about an old version. I finally got that to work but it will only use 1 tab. If you open a new tab, the old one will go away when you click on it again.
My logs show a bunch of Service Control Manager errors that say the Computer Browser service depends on the Server service which failed to start because a dependency service or group failed to start.
I checked the Server service. It was running. I restarted it which also restarted the Computer Browser service but nothing changed.
I have a 6 core CPU & 16 GB RAM. The CPU load is almost nothing. The Physical Memory Usage is 5 GB idling. Nothing changes when I open the browser.
That's strange if it does the same in safe mode. That indicates problem will be deeply in the system. Also try windows repair
I tried Windows Repair. I downloaded the latest version of Win 7 Pro 64 & installed as an update. I uninstalled & reinstalled Firefox. It still freezes immediately. So does Internet Explorer. The cursor will move around, but it has no affect on the browser window.
This morning Firefox freezes instantly & Internet Explorer won't connect.  This is not a matter of just changing browsers. Some of the sites I must use REQUIRE Internet Explorer to function.
If I leave the PC unattended for 2 hours, other windows start to freeze. The only way to continue is to enter Task Manager with Ctl/Alt/Delete & close the open windows. The cursor moves but won't click on anything.
A clean install of Win 7 corrects the problem but that leaves a bigger problem of losing all the apps that I no longer have the activation codes for due to an Outlook problem.
So we know it's a software issue & an upgrade installation didn't affect it. Is there any other way to solve this?
I was hoping for an actual repair instead of the old blanket solution of a clean installation. If I didn't have to use Internet Explorer for certain business sites, I would just use Chrome & ignore the problem.
