Chrome print defaults to Save as PDF

I have a continuing problem with Chrome defaulting to Save as PDF when printing.  This is happening on multiple users computers.  The users can have a particular printer set as their default in Chrome, and in Windows but occasionally when they go to print, Chrome switches back to Save as PDF.  They can select Change to select the desired printer and it will be set as their default for a period of time: days to weeks.  The problem does not happen if they use the Windows Print Dialog (Ctrl+Shift-P).  It appears that Chrome is not reading the Windows default printer setting.

I have escalated this to Chrome Support (via our Google Apps account) and they are unable to give me a solution.

Windows 7
Chrome Version 35.0.1916.153 m
Print server Windows 2003

Anybody else have this experience and found a solution?

What you are saying disagrees with what the folks at Google told me.  They say that Chrome reads the Windows printer settings.  It must do that because it needs to know what drivers are installed on the computer.  

Yes, Chrome will remember the last printer used, BUT, this is happening on computers that are only used by one person (including my own computer).  I know that we are not selecting PDF as a printing location.
Chrome looks at the print service, is my understanding.

Double check with the users to see if they've printed to PDF before these changes.

The only other time I've seen it change is when the print service is unavailable.
The second part of your comment is where I am thinking, but I have no idea where to go to start tracking such a problem.

The Accepted Solution is absolutely incorrect.

I also have never printed to PDF, but whenever printing, Chrome always defaults to print to PDF.
I change it to print to my printer, print fine, then 10 seconds later go to print another page and it defaults to PDF yet again.

This also happens on my boss's computer and it's annoying him to no end. Wants to switch back to IE it is so aggravating.

No one has an actual solution to this?

Like the OP, the default printer is obviously set in the Printer settings and there is no PDF option in the printer settings. The print to PDF option comes only from within Chrome itself, not the Windows Printer Service.
