How can I upgrade IE8 to IE9?

Having an issue with a particular model of Computer, DEll Precision T1700 running Windows 7 64 bit. We use IE 9 for our domain users computers and have them in our Win7 Images. These particular models are imaged by Dell and get auto updated to IE 11. When I remove the IE11 update it downgrades to IE8. I've tried many different microsoft installers for IE9 but I get a setup error every time. Windows update will not find any updates for IE 9 either.

IE9 is no longer available so far as I know.

Try running in Compatibility Mode and see if your site will work in IE11.  Everything I need to use now works in IE 11.

Our intranet is dependent on IE9 for now so I need to figure out a way to get an IE update somehow.
The error says "This version of Internet Explroer setup doesn't support your version of Windows". Then it takes me to a link that says "Looking for IE9?" which has links to IE11.
Did you try compatibility?  You really need to upgrade your intranet because, as I noted, IE9 is gone. I looked, but did not find, any source.
How does google chrome behave when you go to your Intranet site?
Try downloading and installing from here:
http://windows.microsoft.com/en-gb/internet-explorer/ie-9-worldwide-languages

We had this same issue with some of our Lenovo Desktops, they came with Ie11 on by default but when I uninstall it goes to IE8 and then straight back to IE11.

Once you're at Ie8 have you tried clicking Windows Updates and see if IE11 becomes available? if so then hide that update, reboot try windows updates again this time you will have IE10 as an available update then hide that and then reboot again and check Windows updates and IE9 should be there.
We disabled the IE11 update so it is hidden now. The website you linked is actually for IE 11 they are just disguising it to try to get you to download it
why not just use chrome with ietab?  it acts like ie7/8/9.
