In your Printer's settings, turn off any "Scale" options, and try printing in 72 dpi.

Your browser may be putting a 'header' and 'footer' on the page (or at least an area where it would be printed), and cutting down the photo size to fit between them. Also your printer has a margin on top and bottom it cannot print on, so that further reduces the photo size. If you want true 8x11 output, you have to have a printer that can print 11" and the settings right to make it work.

Some browsers scale graphics for the screen. If you place the mouse cursor over the image, and see a little plus icon, click and it will zoom in. Try printing then. That might be the issue.
