It seems that I might have solved the problem myself. I notice in the release notes that "does not work for some users of Safari 4 beta. I have 4.0.3, but not sure if that means beta or not.
If so, it apparently is just not Safari-compatible at this point. What happens is the following:
1. When I try to install, the install does not work.
2. After about 8 attempts to do this, I did finally get it installed. However, it did not give me the "create account or login" dialog, so I it is not connected to a server.
3. Nothing seems to happen after this.
4. There is nothing about XMarks in System Preferences that I can see either.

Once installed you configure XMarks from within System Preferences ... not from within Safari.
