I cannot access the Exchange Server Logs when I try to access the Server in Exchange System Management I get the following error:
There are no bindings.

When I open the properties of the server the diagnostics logging field has the following error:
The RPC Server is unavailable.

When I access the Diagnostics logging tab I get the following error:
The network path was not found.
Facility: Win32
ID no: c0070035
Exchange System Manager
The Server is running MS Windows Small Business Server 2003.
The RPC Service is running.
The Server does not currently have antivirus software installed.
The only applications that are installed on the server are Quickbooks and Accronis Trueimage Server Edition
Otherwise its primary use is as a file server.

The SA is the key problem here. We're going to need a little more from you.
What else do you get in the logs? We will need to know what anti virus app you have and what it's configuration is as well as anything else that could be interacting with your server.
