So to clarify, make sure bottom right of Outlook (it says connected / online) it is set to "Download Full Items" and also ensure Outlook/Office service packs and updates have been performed.

I believe there is a setting in Outlook 2007 (where it says online / connected bottom right of screen) to set whether the entire message should be downloaded or just header.
