Exchange 2013 License CALs. I just recived my license grant information what do I do now ??

I just recived my Exchange 2013 license CAL license grant e-mail ?  I loged into the Volume License Center and added the agreement and Authorization Numbers and it displayed under the Licenses tab that I have Exchange 2013 CALS.  So I selected "Download and Keys" tab expecting to download a key. I do not see my added license Key or CAL information.  What the heck am I doing wrong ?? Do I need to add the CALS to Exchange to make it work ?  I have built the server but not added the keys and want to move users to the server but I don't want to break them for the lack of Keys/CALs.

I have the exchange server fully licensed. The User CALs were just now received in and we did not see where to load them. You explanation is kinda what I expected but wanted to double check before we deploy in October.
