Windows 2000 logon - language settings problem

Hi,

We have a user who has a French keyboard on his laptop. When he logs into Windows he gets French Language settings, which is all good, but when he is at the logon screen the computer uses english keyboard settings. Does anyone know how to change it so that his network logon comes up with French keyboard settings ?
