Internet Explorer gives me Page Cannot be Displayed

Hi all,
I am not able to view any website using Internet Explorer but i am able to see the IP address through command prompt. I tried the procedure from the below site but nothing was a success.

Occording to the first procedure in the above article i did not get any error message, but i issue was not rectified
In the method 2, When i try to install the IE i am having issue. It poped me that "files are not copied fully try run setup again". i also did run the below command in the run
"rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 %windir%\Inf\ie.inf". It was also not working giving me "setupapi" cannot locate "InstallHinfSection".
I am not able to open microsoft outlook too.
Can you help me by giving some suggestin on the above issue?
