Translate Chinese Document

Hi

I know there is a lot of translator services out there. I want to download a Chinese dictionary which i can use in Microsoft Word to translate from Chinese to English. I went into control panel, regional and language options. Under the languages tab, i selected "Install files for East Asian languages, but i can only translate documents from French and Spanish. My Word version is 2002 (10.6612.6714) SP3. I have downloaded mtwlingo.exe from http://www.microsoft.com/downloads/details.aspx?familyid=97ad9b81-af52-4e26-9a9c-c9babb4a2afd&displaylang=en
(Translation Services by WorldLingo) but it does not seem to help. I get error "The page cannot be displayed".
