A few suggestions:
If you want something VERY easy to use: http://www.mthreedev.com/ This is a free program - ad supported and very easy to use.
http://www.winamp.com/ Also free and has lots of pluggins to use to convert into many different formats but slightly more difficult to use.
as for the "BEST" program - this is a subjective question... In my opinion the best program is seldom the cheapest or the easiest to use. For Audio file manipulation I use "Sound Forge" It is a professional audio tool package and it is expensive. Info can be found at:
