Outloook 2003 cannot save as oft

Hi- I used to be able to save an email as a template. Now when I try that, .oft isn't available as an option. I do Save as> and get the options:

.doc
.xml
.htm, html
.mht, .mhtml
.dot
.rtf
.txt.
.wpf

 I just did a repair on outlook the other day, could that be the problem? Or is it plain old dumbness again? :)

here are some troubleshooting steps you should take in order
- check that the email is in HTML format and not text
- disable Word as your email editor
- try reinstalling all feature from CD.. it'll take a few minutes.
