outlook 2003 calendar permissions tab missing

In Outlook 2003, a user wants to share his calendar, but the PERMISSIONS tab is not available [not visible].

I click FOLDER VIEW to verify it is not a PST file calendar - it is not.

I verify this is his server mailbox calendar - it is. I right click on it:
--there IS a SHARING option; I click it [or click PROPERTIES], but neither has the Permissions tab.

How do I make the permissions tab viewable in this case?

oh, BTW: these are network pc's and yes, user does have a connection to exchange server and is working online.

my calendar does have the permissions tab visible...

use the delegates option

tools - options

click the delegates tab

add the users either view/or create etc. access under his calendar.
Sorry, interested in why the tabs are missing and how to get them to appear [because they should be there and aren't]. I realize there is more than one way to 'skin a cat', but in this case, I'd like to correct the missing tabs. I service over 3000 clients and if the tabs are missing on one client pc; believe me; the image we created has the same tabs missing on other users pc's--they'll be wanting that fixed, so I need the fix, not a work-around on this one.

SO many thanks though...any other ideas are appreciated, toward actual resolution.
Anyone else have ideas to resolve this?
