Unable to open tif file attachment using Office document viewer.  error unable to complete operation

We are using windows XP pro SP2 with office 2003 SP'ed.  In outlook 2003 using word as the editor in html format the user receives an image as a tif file (uncompressed).  when she opens the e-mail and double clicks the attachment it opens office document imaging to view the tif.  some older tif files she recieves opens ok, but recent tif's opens the imaging program, but then gives the error of

Unable to complete operation.  If this is a network file, network connection may have failed.

We are using exchange thru outlook and this attachment is accessed via a additional mailbox working online. problem also occurs when opening through her own mailbox.   if the tif attachment is saved to the local drive it opens ok.

I have tried removing the folder starting in OLK within the temporary internet files in her local profile with outlook closed.  Had this before and this normally cured it.  Not sure if it is related but the OLK folder did not appear via windows explorer, i had to delete it via a dos prompt.
