Rounded Rectangles in Illustrator

Creating a precise rounded corner rectangle using Illustrator CS3 is easy. However after modifying the size of the rectangle the corner radius changes proportionate with stretching or shrinking the object.  How can I restore the corner radii to a precise value or change the radius value after the object has been modified?
