Adobe Premiere Elements 3 problem with .MOD files

I have a problem with Adobe Premiere Elements 3 and .MOD files from our JVC Everio HHD Camcorder. We are running Windows XP SP2 and have the 3.02 update to Premiere Elements in a school environment. All our students have restricted rights over the workstations, which is causing a problem with Premiere. The JVC Ererio Hard Disk Cameras create .MOD files. Under a user with administrator rights, Premiere imports the .MOD files no worries. Under a restricted users logon, Premiere continuously attempts to index the file, and doesnt stop. If you try to play the file you get the yellow media pending screen. Does anyone have any ideas? Is there something in particular I need to give the restricted users access to?  I cant go around and give students administrator rights over the workstation!
