Excel does 3D charts (though I don't much like them personally) and is relatively customisable - 2007 has somewhat smarter looking charts IMO though there can be issues if you have to support multiple versions of Excel. Can you give an idea of what you mean by bells and whistles that Excel does not provide?

crystal reports? It takes more skill to use than excel but maybe unlimited what you can do.
SQL Reporting services used a visual studio builder and you could add in dundas charts. I think I saw where Microsoft bought them and maybe adding that wonderful graphical aspect of Dundas charts to SQL Reporting Services
