"Drawing Failed" message when viewing large TIF images

Hello all,
We produce TIF images from large-format engineering drawings (24" x 36").  Images are scanned at 300dpi and a typical file size is around 500Kb.  When viewing these images in Windows Picture & Fax Viewer on Windows XP, the viewer displays "Drawing Failed".  However when viewing in other applications, such as Microsoft Document Imaging Viewer, the drawings are fine.  I found something similar on MSoft's KB (937037) regarding PNG files, but this pertained only to Windows Server 2003.  Any help here would be greatly appreciated.
