Convert DVD "VOB" file, Capture 30 Seconds, and Put onto a Web Page, How?

My client has a DVD with VOB files.  I'm trying to convert one of the files off the DVD to either a MPEG-2 or AVI file (about 30 seconds of the file) and hopefully get it to a size where I can live-stream it, or download, from a web page.

Can anyone tell me the steps in layman terms, and what software I need (preferably make it free, or cheap) and how to prep that file for the Internet?  I'm on Windows XP.

Before answering, I'd like to know if the DVD is copyrighted (and I can't help you with that because is illegal), or home made.

DVD is copyrighted.  But I'm completely authorized by owner as their marketing person to work on 1 track/title.  I'm also the Admin Contact of the domain of the non-profit organization that made the DVD and where it's advertised and being sold.

Very well. Too bad they do't have the original content of the movie, before authoring it as DVD.
And now the answer:

There are a lot of free tools to create an avi from a dvd, most of them want to convert the whole movie. Since you need just a clip, I recommend another approach:
1.Demultiplex the dvd using vob2mpg:

2.You'll have a mpeg2 video from which you can extract the clip using TMPGenc Mpeg Editor

3.The small mpeg2 file can be converted now to avi using the free virtualdubmod
http://virtualdubmod.sourceforge.net
Don't use virtualdub, it cannot import mpeg2 files.
Use a small bitrate for a streaming file (maximum 300 kb/s) and a bigger one for the downloadable avi file.

Use the codec options. For divx or xvid use two pass encoding, You'll have an option to input the bitrate. The window is diferent, but I think you'll find it.

The option in virtualdubmod is
Video/Compression (CTRL-P), choose the codec, then input the bitrate. For divx the first and second pass will have the same bitrate, for xvid the bitrate can be entered in the second pass.
