ADOBE READER - Create an association in the Folder Options control panel

ADOBE READER download and installation problem.

When I try to install ADOBE Reader 8, I get the following message:

This file does not have a program associated with it for performing this
action. Create an association in the Folder Options control panel. Last error: 1155. Unable to launch AOM File. Create Process Return Code 11134528.

*(They flash up very quickly.)

I have installed an older Adobe version (6) without incident. I deleted any traces of Adobe that I can find from the 3 attempts to install version 8. I saved it to the desktop, one time to try to run it, also. I also tried the full installer too: ftp://ftp.adobe.com/pub/adobe/reader/win/8.x/8.0/enu/AdbeRdr80_en_US.exe
I have seen various ideas online, in the Adobe User Forum, ... but what is the best and correct  solution?
I have seen solutions to the Runtime Errors, it creates, also. I solved that.
I have a Dell Optiplex, GX 260 XP Home SP 2 with a Lexmark x6170 MFC, ADSL2+.
