"Failed - see the Event Log" error when creating Project Web Access Site

I installed Microsoft Project Server 2007 on a Windows 2003 Small Business Server.  I had SharePoint Services 3.0 already installed with fully working sites already on it.  The installation of Project Server appears to complete, but then when "Manage Project Web Access Site" loads, the status of the site is "Failed - see the Event Log".

In the Event Viewer, 4 errors appear.  They are:

1. Event ID: 6980, Source: Office SharePoint Server, Category: Project Server Provisioning
"Provisioning 'pwa': To create databases we need dbcreator and securityadmin server roles on servers 'ARCSERVER\OfficeServers' and 'ARCSERVER\OfficeServers'.

2.  Event ID: 6993, Source: Office SharePoint Server, Category: Project Server Provisioning
"Provisioning 'pwa': Failed to provision databases. An exception occurred: To create databases we need dbcreator and securityadmin server roles on servers..

3.  Event ID: 6958, Source: Office SharePoint Server, Category: Project Server Provisioning
"Provisioning 'pwa': Database provisioning failed.

4.  Event ID: 6971, Source: Office SharePoint Server, Category: Project Server Provisioning
"Failed to provision site pwa.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp."
