Unable to restore from full sharepoint backup

I am having some troubles performing a sharepoint "farm" level restore of our production Proj 2007 server onto another system. Maybe someone could point me in the right direction?

We are a very small site and have a standalone project 2007 server installed. I simply what a tested disaster recovery plan for our site.  Currently my plan involves SQL tools and backup/import of the 4 Project databases and recreating the pwa site.

My process is like this:
1. Install a fresh w2k3 server machine, configure and install Project Server using the basic option accepting all the defaults.
2. Let the sharepoint config wizard run
3. change instances of the old servername to the new one by editing backup xml file
4. Run the restore from backup wizard
5. choose the same option to overwrite any existing stuff

The backup always has errors about things already existing for example:
SharedServices1
the default pwa site

I have tried to work around the errors by:
-deleting the default pwa site in central admin
- creating a new sharedservices and delete the default one in central admin
- renaming/deleting the existing ssp before restore using stsadmn

NOTE: our production system is installed the same as the above process: all defaults

Am I missing steps to configure the the system before restore?
Why doesn't Microsofts's "one click" backup and restore solution work?
