SharePoint Search Scopes don't appear in drop-down list

This problem has been driving me crazy.  I inherited a MOSS environment and I cannot get the 'All People' and 'All Sites' search scopes to appear in the search scope drop-down box across our sites.  I'm only getting "This site" which actually *is* searching all sites (I've tested this based on the content).

Do I have a problem with my SSP?  Do I need to create a new one?  If so, can you please give me step-by-step help on  hooking up the new SSP to the site?  

Also, can you tell me how this will affect existing MYsites?Start Free Trial
