Sharepoint 2007 navigation error "page has been modified by another author"

Using sharepoint 2007 we moved a few COI's from one area to another  through manage content and structure. We had no issues other then we had to change navigation for people and groups, etc. All of this was done. Now when I go into navigation for the coi's that were moved I'm able to create headings but I get an error when creating links. Error says: Error. The page has been modified by another user on <date>. Troubleshoot issues with windows sharepoint services.

I'm the only user logged into sharepoint and doing the modifications. any ideas on how to fix this?

This link says to remove all lists under the corrupted heading, then remove the heading.  I am unable to remove the heading.  When I try, I get the same error message as my original problem (when I click "Delete" the heading seems to disappear but the error appears when I click the OK button to save the changes).  I also cannot edit the link for the heading.  When I click on the corrupted heading and click the edit button, the "error on page" icon appears at the bottom of IE and the edit dialog box does not open.  I really could use any other suggestions.Start Free Trial
