Event Handler is not firing on Sharepoint list form

I have created  a  ItemUpdating Event handler for Custom sharepoint List
This event handler is not firing when user updates and clicks on edit form of the list (editform.aspx).

But when I update this list using c# application...it is updating the list and inturn event handler got executed.

If there is any problem with event handler code it shouldn't be executed when C# application updates the list.

 I commented the complete code and just write the code to log a current date in text file. Log file is creating when c# application runs but it don't in editform

Are there any settings exists to enable event handlers in custom list forms?
