It is really a question of what you are doing across this line. My main issue with a leased line is the service. You will always get finger pointing at who's fault something is and be without service for a while. With the public solution that outage usually affects a larger number of people and you are not the only one complaining. The internet based solutions usually yeild more bandwidth at a lower price, but you have no assurance of service. We have replace numerous "across town" T1s with 2 comcast and 2 verizon connections per side. We load share them and the users get around 4-5 Megs of bandwidth each way. I would never run a critical VPN connection over a single provider.

leased line is definitely better but much more expensive

Since VPN with have to over the internet using any ISP solution and they only provide you BEST EFFORT services

To say definitely better is not accurate, it really depends on its use and locations. We have some clients with two sites in the same town running off comcast with increased bandwidth, 4 hour SLA, and 6ms ping times. The issue is they are not guaranteed, and will always require a backup.

 4 branch office with 40 clients each side  with one head office need to trasfer data  in each locations , which one is better . does leased line is dedicated permanat . still it goes through a telephone carrier .

DMVPN is the winner in my mind for cost effectiveness. It is not the best option for Voice or Video (MPLS is) but is usable with extra latency

 The t1 and MPLS will have to be shopped in your area, but you can say $300 to $500 per side for public (internet VPN)and between $400 and $600  for private (point to point)

 The issue with the standard VPN is it is public, best effort, capable of doing down much more often than the other solutions.

As for costs of DMVPN you are looking at about $200 per side for high performance internet conections from two providers at each location

A T1 if you are in florida we can get you one for around 350 a month (www.sabioit.com) it is a reliable connection and it will accomplish what you need it still go trough the internet so you need to encrypt your traffic trough a VPN and encryption means speed performance

Now what i mean with leased line was a PPP which is much more expensive but is a single line directly from one branch to the other one  there is no need to run a VPN or encrypt the traffic all your branch will be almost locally

PPP lines are for large enterprise you can go for the T1  if you are a small to medium business

If money is not an option, i would suggest looking into MPLS networks on leased lines.
You can also have a MPLS network based on DSL lines (cheaper).

Although the cheapest option VPN's on DSL lines are not consistent, i think the most value for money option is to have a MPLS network on DSL lines.
