Set up pc as dhcp server/firewall/router

I've got a computer that's just kind of sitting there collecting dust. I've been looking around and can't seem to find anything that fits exactly what I want. I would like the computer to basically serve the same function as a linksys wired router would. Also, is there some way that I can use it to throttle bandwidth and/or block ports to certain MAC addresses? And it would be nice if it would log a lot of stuff like packet source and destination IPs and Ports. And be a firewall. The computer has an integrated ethernet port and an ethernet card. The computer has XP on it right now, but I can put Fedora or Ubuntu on it if I need to - actually, I would prefer it to be running Linux.

So, I want it to look something like this: cable modem -> pc -> wireless access point

I hope all of that makes sense.
