How to get router hops from my host to a remote host without using ping?

If a remote host cannot be pinged (possibly because it ignore ICMP packets), but it has some port open open and can accept socket connection, is there a tool to get the packet TTL from my host to the remote host?

I know we can do socket programming to establish a connection, look at inbound packet's IP header TTL value. I am just wonder if there is a tool to do this?
