Map an IP address, 192.168.6.161, to a mac address of a PLN adaptor to enable printing

I have a Dell 1320c printer with a USB input and a TRENDnet TPL-101U on a home Powerline network. I connected them together with a USB gender changer. Windows XP is on all computers and all computers are on the Powerline network except one laptop that is connected via wireless. The private LAN uses the 192.168.6.xxx values on subnet 255.255.255.0.

I need to use the printer with the TPL-101U to allow a few users on the Powerline network to print to it.

How to do this setup by assigning/mapping an IP address, 192.168.6.161, to the mac address of the PLN adapter, I assume, in each Windows XP machine?.
