The Solution Rating System

Windows 2003 Enterprise Edition (w/Windows Media Server), LIVE broadcast (multicast) help !!!!

I have a Windows 2003 Enterprise Edition (w/Windows Media Server), it's currently connected using a cable modem (Linksys router); what I need is step by step on how to set up a live broadcast (currently get an error: can't connect to server). We will have more than one live video stream.

Requirement: the ability to broadcast live video stream using Windows 2003 (Enterprise w/WMS); one PC sends the live signal, server receives the signal, then broadcasts to the internet. A web site will have the connection information to be able to view it (i.e. www.ipaddress.com)

The set up looks like this:
1) One workstation PC connected to the internet has the Windows encoder software, this will "push" or transmit the live signal to the server, then I asumed it would push the content to the server like: 192.168.1.1:1450 (where I think 1450 would need to be enabled on the router to accept this connection from the PC to the server itself.
2) Server would listen to this port 1450 and then send the signal to the net.
3) The problem I have is setting up the broadcast; using windows media server, the wizard walks me thru, but when testing I get an error: unable to connect to server. Please send step by step as I am confused what to fill in the questions as obviously I'm doing something wrong, please explain what needs to be entered based on the requirements we have. Please do not send links to read more info. as I have read enough and need this soon (unless there is a link that answers my questions directly).
4) Currently, we just set up the server to use: http://www.dyndns.com/, but we didn't get the static IP address; would I need one?

We need the steps to fill out the wizard when creating a publishing point as we couldn't get it to work; please send these steps by steps.
