By definition, in the GroupWise classes I teach as a CNI, a resource is used for something that can be scheduled or checked out. It is owned by a real GroupWise user who is automatically granted full proxy rights to it and can grant proxy rights to others. When I'm doing a demo in class I show students how to create two automatic rules for each resource:
Rule 1: Auto accept where I look to see if a Conflict exists and set that to No. As an action I automatically Accept and secondly I send an email back to the originator of the meeting or request appointment that the resource has been reserved.
Rule 2: Auto decline because a Conflict actually does exist at the time I'm requesting to schedule the resource. My actions are Delete/Decline and then reply to the originator saying something like "the resource has already been scheduled, be sure to try Busy Search next time to confirm I am available."
Resources are typically used to represent a user rather a place (such as a room) or an item (AV equipment or vehicle). You can actually login to GroupWise as a resource but it isn't necessary. A resource has a real mailbox and a FileID (FID) but doesn't count against your license count for GW.

They are typically used for, well, shared resouces. For example, a conference room (which can only be booked by one party at a time), a vehicle (which can only be signed out by/driven by one party at a time), a shared laptop, or anything else your organization might need to share among multiple people.
