The primary domain has to be upgraded first before anything else, then post office, then any other components - Webaccess is a "client" that needs to talk to a post office that is the same version or higher. If the GroupWise components are all on the same server, they have to be upgraded at the same time.
I would check that your .dc files are copied in properly.
For the domain, look in the version 8 software distribution directory you created at a folder named "domain" and find 4 files with extention .dc. Copy those into your primary domain directory and overwrite existing files if asked. Also in your SDD you will find a directory named po. Copy those three .dc files into the /wpoffice directory under your domain, again overwrite if prompted.
Launch just the MTA for the primary domain. You didn't say what server OS these components are running on; for Netware the command to issue at the console is "load gwmta @domain.mta", replace the word "domain" in that command with the actual name of your domain.
When the MTA loads it will see the GroupWise 8 .dc files and convert the domain to version 8. You can verify that in ConsoleOne and the MTA screen itself should also show version 8.0.0. Make sure the primary domain is at version 8 before proceeding with, or launching, other GroupWise components.
For the post office, find a folder in your SDD named po and copy the .dc files into the root of the post office directory (overwrite existing if asked). Then there is a folder in the SDD under client/win32 that needs to be copied into the /ofviews directory of your post office. Once those are in place, start your POA ("load gwpoa @po.poa", again replace po.poa with the actual name of your .poa file) to allow the post office to upgrade.
