You MIGHT be able to do something at the server level, but I'll be damned if I know how to do it... just a thought.

How can I configure it so that they would not be able to lock their attempts reconfigure Outlook for email?
The computers have Windows 2000 Professional and the users have minimum rights. There is a common administrator's account loaded on each laptop.

I believe it is the other way around. It is IMO or C/W. IMO is Internet Mail Only and Corporate/Workgroup is for a network setting. Those are the only two setup options I know of. If you go to services you can remove the Internet service but it can be added right back in by the user. You could try one of the third-party desktop management solutions but there is no guarantee with them.
You can set a local computer policy on the laptop that only allows administrators to enable network settings (i.e.- TCP/IP -- no IP, no e-mail). Then the obvious solution is don't give the laptop user the Adminstrator password. You can set them up with some kind of default user account if the laptops are rotated between users or give them their own account if the laptops are dedicated to individual users.
If you're also running a Windows 2000 server, then you have to change the domain policy for this user as well, since the domain policy over-rides local policy.
Good luck.
kellythomas,
Welcome to Experts Exchange!
EE is a collaborative site, and as such, it's common practice (the radio buttons notwithstanding) to leave your suggestions as a Comment, rather than an Answer, unless you are absolutely 100 per cent certain that yours is the only completely accurate solution, and that it doesn't say something that someone else has already said.
The reasoning is simple. First, "Answering" locks the question, which inhibits contributions from others who might not have read the question -- if you go to a topic area page, you'll notice there are open questions and locked question, and your "Answer" has locked it. Second, if your suggestion ISN'T completely correct, the user has little choice but to reject it... which, while it doesn't break your arm or cost you anything, does inflict a little damage to the ego -- it shows up for posterity with a bright red banner, with the words Rejected Answer for all to see.
Please change your "Answer" to a "Comment" if you could.
Regards, and again, welcome aboard!

If this person knows how to set up accounts in Outlook the only way to restrict their email access that I know of would be to pull the phone line out of the office. If they can't connect to the web then they can't check wmail.
There is an IMO option which is Internet Mail Only but that is opposite of what you want to do.
