Multiple accounts in Outlook 2000

I want to set up several accounts in outlook 2000, and let user can see several public folders in the exchange server, so I set up as below:

1. Internet and Workgroup settings.
2. Set an exchange server
3. Set up a personal folder
4. Set up several internet mail accounts

My question is:
when set up internet accounts, why the incoming server is always POP3, how can I change it to IMAP?
And the users might want to get their mails from other places, so they want to keep their mails in the server for sometime. How can i set up in the outlook so that the mails will be downloaded to the personal folder and also stay in the server for sometime?
