I believe so. It used to have outlook 2000.

Browse All TopicsI want to add a new field to Contact. But when and open a Contact and click Tools->Forms->Design this form, the style and format of the form is totally different from the form I see when creating new contact form. It seems like it uses the old version of Outlook form, not the new one in 2003. How can I correct this?

The kb said no solution, but provide links to a pages for: general form design, and a tool for changing the default form.
Try the tool at your own risk, i am not going to try it.
In my opinion your best bet is to start fresh with a blank form
