I cant say for definite that Outlook 98 -> 2003 has probelms. I have moved from Outlook 97 -> 2000 -> 2003, by simply copying and reconnecting my Outlook PST file.
Outlook stores all its stuff in the PST file. So once you have installed Outlook 2003, start it up which will create a PST for you (we'll call it PST-A). Make a copy of your Existing Outlook 98 PST (so you can fall back or start agina if you want to), add the New PST (PST-B) to Outlook 2003 (Under Email Accounts View & choose New Outlook Data File, Make it the Default, Log and restart Outlook 2003, it will now convert the OLD PST (PST-B), it may shout a bit but it should work ok. This shoudl also imprt all your account settings etc...
Now Remove PST-A (you can only do this when it is no longer the Default)
That should do it.
There is no reason why you shouldnt use Davidis99 method it just wont import the accounts.

Actually, there's a faitly simple way for you to get your mail, documents (in and out of outlook) and mail settings transferred over to your new system. XP includes the Files and Settings Transfer Wizard - to access it "click Start, point to Programs, point to Accessories, point to System Tools, and then click Files and Settings Transfer Wizard." (From XP help and Support.)
In addition, once networked, Outlook also offers an option to import mail and settings from within the program. (File, Import/Export).
Both are fairly straightforward, requiring only that you know the location of some of the files you need to transfer/import.
