POP3 mail on the road

Hi All,
Problem: I have several traveling sales people that need access to their e-mail from the road. They spend most of their time out of the office and come in one or twice a month. I would like to have them use POP3 mail (Outlook 2003) on the road and in the office, they will connect thru the network (Outlook 2003 and Exchange 2000). Ideally, VPN would be the best solution but unfortunately, it is not an option. Is their anything I should be careful with since the last time I tried this I had one person that kept receiving duplicate messages first thru POP3 mail and then again as new messages when connected to the network.
Any assistance would be appreciated.
