Tried the above solution... Received an error message which stated "Operation Failed?" This occurs when selecting any message from within the inbox, right clicking then add to junk senders list?

Just to clarify, you were successful in turning on the junk mail filter and now the optoin to add the sender to the junk mail list is visible, however clicking on it for any message causes an error. Does the error message actually state "The operation failed. An object could not be found." ?
I'd suggest first running a repair of office, as this is often caused the problems with the install.
1) Click "Start", and point to "Control Panel".
2) Click "Switch to Classic View" in the left of the window and then double-click
the "Add/Remove Programs" icon.
3) Select the "Microsoft Office XP" program, and click "Change" button.
4) Choose "Repair Office", and then click the "Next" button.
5) Choose "Detect and Repair errors in my Office installation" and click the
"Install" button.

Has the Junk filter been turned on? If not, from your Inbox folder, on the Tools menu, click Organize->Junk E-Mail->In the Automatically <action> Junk messages box, click to select Move , click to select the destination folder from the list, and then click Turn On. Now see if you can add senders to the junk list.
\Microsoft \Office\10 .0\Outlook \JunkEmail \Disable has a value of 1 this could do it.
Also if the reg key HKEY_CURRENT_USER\Software
