Actually, it's due to the type of outgoing mail is set to. If it's HTML then the signature editor will open with the default HTML editor (notpad), if you have Frontpage, it should open in Frontpage.
If you set the outgoing e-mail to Rich or Plain text, then word will open as the advanced signature editor.
To check that setting go to TOOLS then OPTIONS and it's at the top of the MAIL FORMAT tab, labeled as "Compase in this message format"

1. From the main Outlook window, click the Tools menu, click Options, and then click the Mail Format tab.
2. Select the Use Microsoft Word to edit e-mail messages check box.
Turn Word on as your e-mail editor for one new message
* On the Actions menu, point to New Mail Message Using, and then click Microsoft Word (message format)
