Outlook 2003 hangs and won't work even after reboot and killing the process

Good morning.

I have installed and reinstalled Office 2003 (Typical install) to include Outlook 2003 and all the latest upgrades from Microsoft. I am running XP Home with the latest XP upgrades. Also I run Symantec Internet Security, Winfax Pro 10.03 (email function is NOT active).

More than one computer with this same configuration is giving me "hang" problems. The program opens and hangs with or without the the first mouse click.  Sometimes when exiting Outlook, the process must be killed in Windows Task Mgr (cntrl,alt,del). I have uninstalled, rebooted, and reinstalled. If I want to receive emails, I must reboot first. Outlook will receive messages, and then lock up when I try to open one. The hourglass shows up and never goes away. If I click again on any function, Not Responding" comes up and I must kill the process. When rebooting Outlook, usually the personal folders must be checked because they were not closed properly.

Sometimes Outlook works for a while, but then it freezes. I cannot use the program, cannot get my emails.  We have tried a lot of things, joined Expert-exchange, and finally I am asking the question hoping the experts can help. I have not edited the registry.

Greetings, wallylord !

Do a search for outcmd.dat and rename it.  Now try to open Outlook.

Check if a background program is interferring with Outlook. Temporaril disable antivirus, antispyware, firewall, popup blockers, ad blocker, all Norton programs, and other background programs.

Dear War1,

I disabled all Norton functions. CCAPP was stil running, so I killed that process.
I also rename Outcmd.dat. After reboot, same problem.

I get about 30-40 seconds when the program is working and then something stops it. I don't see any heavy CPU activity, so I can't identify any process which might be "interfering".

I'm still stuck in the muck in miami.

See if Process Explorer program will help you identify what is causing the problem

Dear War1,

20 oct 4:45 PM: after reboot of the PC, outlook is working. Let's see how long this lasts. I will be out of town beginning tomorrow, and not back til Tuesday AM if the hurricane allows. I will keep you posted. Don't ask me why it is working. All Norton functions are off currently, but not uninstalled. Windows firewall never was activated on this PC.

Good afternoon again, war1

5:30 PM EST Thurs: I opened Symantec Winfax Pro 10.03. Winfax froze and so did Outlook. Winfax was not connected with Outlook databases: the winfax email connection was not activated. Still, this program appears to have interferred. I have uninstalled Winfax, and we will see how Outlook works for a while. It is now back up and running.

Later, if Outlook works without interruptions, I will begin to reintroduce features of Norton antivirus. Then we will add Winfax. For now, though, we'll watch Outlook.

Norton programs tends to interfere with Windows programs, so that is why I asked to disable the Norton programs.  But I was thinking of Norton antivirus and SystemWorks, not Winfax.  Keep us updated.

I believe the problem has been found and corrected.

The solution was to uninstall Winfax Pro 10.03 and to reinstall it. This seems to have corrected the problem. I have also turned on all functions of Norton Internet Security and Outlook is functioning fine.

The critical information came while looking for programs that might be interfering with Outlook. When Outlook froze when I opened Winfax, Winfax became suspect. At that time, Outlook closed on its own and Microsoft gave me an error message focusing on Winfax and sending me to a Symantec link. Symantec discusses 10.02 and 10.03 and what to do if you have various configurations to correct the problem.

The simiple answer is that Winfax was the culprit. Uninstall, upgrade to 10.03 if necessary, and reinstall.

War1, thank you for your help. Your tip was very helpful in orienting my isolation of the problem. You can have the whole credit for the points.
