Sent time wrong on e-mail messages in Outlook 2003

Hello

I am using Outlook 2003 with Exchange 2003, on  Windows 2003 Server. When I receive e-mail from user the sent time is one hour ahead; I have made sure all computer including the Server has the correct time showing; I have even gone as far as stoping the win time service in each computer and setting it manually; the e-mail still comes over with the wrong time? any ideas or thoughts on why.

Possiblity the "Adjust for daylight saving time" has a different setting on the sender?

This option is found under:

Tools --> Options --> Preferences tab --> Calendar Options --> Time Zone
